The Greater Titusville Development Foundation is governed by a nine-member volunteer Board of Directors including two appointees from Titusville Redevelopment Authority.

The Board of Directors provides stewardship for the Greater Titusville Development Foundation and its charitable activities.  Chosen for their knowledge and commitment to the community’s needs, these civic leaders are elected to staggered 1-, 2- or 3-year renewable terms.

Lawrence H. Fledderman, President

Larry Fledderman has been a resident of Titusville since 1986.  He grew up in St. Mary’s, Pennsylvania, and graduated from Penn State University with a B.S. in Accounting.  Larry was stationed in Greece during his service in the United States Army.  He went on to earn a Master’s of Business Administration from Gannon University and attended the Graduate School of Retail Banking in Charlottesville, Virginia. 

Larry came to the Greater Titusville area by virtue of his banking career and worked in leadership roles through numerous transitions from Pennbank to Integra Bank, National City Bank, and Farmer’s National Bank, from which he retired in 2010 as Senior Vice President and Regional Manager.  

Larry contributes both his banking expertise and his knowledge of civic groups to his role as President of the Greater Titusville Development Foundation. He has volunteered on a large number of boards and committees, including Titusville Industrial Fund, Inc., Titusville Redevelopment Authority, Titusville Area Hospital and Titusville Area Health Center Foundation, Titusville YMCA, United Way of Titusville, Titusville Chamber of Commerce, The University of Pittsburgh at Titusville, and Rotary Club, where he is a Paul Harris Fellow. His commitment to the Greater Titusville area was recognized by the United Way with the Martha M. Volkstadt Award. 

Larry and his wife, Pennie are members of St. Titus Church and have two children and four grandchildren.  In his leisure time, Larry enjoys spending time with his family, golfing, volunteering as a Drake Well tour guide, and exercising.

 Terry Funk  

Walter E. (Terry) Funk, Jr., Vice President  

Originally from Coatesville, PA, Terry and his wife, Nancy, came to Titusville to teach in the Titusville Area School District.  They loved the area and the people who live here, and decided to stay to raise their three children. They have lived in Titusville for 38 years. 

Terry graduated from Penn State University with a B.S. in Health and Physical Education and completed an M.S. in Health and Physical Education at West Chester University near Philadelphia.  He earned Secondary/Elementary Principal Certification at Edinboro University.

Terry began his career with Titusville Area School District as Health and Physical Education teacher and Swim Coach. He advanced into administration as Vice Principal of Titusville High School. He then served as Principal of THS, Principal of Hydetown and Cherrytree Elementary Schools, and ended his career as Main Street Elementary School Principal.  Now retired, Terry stays connected by serving as Vice President of the Titusville Alumni Association.

In addition to his busy career with the school district, Terry volunteered his time on the PIAA District 10 Athletic Committee, was a Past President of the American Red Cross, served on the Oil Creek Township Planning Commission, was Vice President of Titusville Promise, and a Titusville United Way Board Member.  Terry was honored for his excellence as an educator by the Penn State Health and Human Services Board and was inducted into the Titusville Athletic Hall of Fame. For his commitment and contributions to the community, Terry was selected as Titusville Citizen of the Year in 2013.

Terry and his wife, Nancy, who was also an educator in the Titusville School District, have three children, Jim, Kate, and David, as well as two grandchildren.

 Renee Thompson   Renée Ewing Thompson, Secretary

Renée Ewing Thompson is a native of Titusville and has lived here for most of her life. Her two adult daughters, Tori and Kat, also live and work in the area. Renee received a B.S. in Special Education from Greenville College in Greenville, Illinois.  She is Co-Owner and Human Resources Manager at Grand Valley Manufacturing Company in Titusville.

Renée is committed to the Greater Titusville area both as a business owner and an active member of numerous Committees and Boards, including the original Love, INC. Board of Directors and Keystone Conference Board of Administration (Northeast Region, Free Methodist Church). In addition to her expertise as co-owner and human resources manager at a local manufacturing company, Renée brings her perspective as Trustee of the Ewing Family Foundation to the Greater Titusville Development Foundation Board.

She enjoys spending her free time gardening, kayaking, walking and scrapbooking, and is well-traveled, having made several trips to Europe, China, and Thailand.

 Lynn Pedensky  

Lynette A. Pedensky, Treasurer

Lynette Pedensky was born in Jamestown New York and grew up in the Bemus Point area.  She and her husband, Michel, have lived in Titusville for more than 30 years.  Lynn works for Huntington National Bank, Huntington Trust as Vice President and Senior Relationship Manager.  She attended the University of Tampa and is a graduate of the Central Atlantic School of Trust at Bucknell University and of the National Trust School at Northwestern University.   

Lynn brings a wealth of professional experience in the banking industry and passionate commitment to the Titusville area and to the Greater Titusville Development Foundation.  She volunteers her time and shares her expertise as the past Chairman of the Board of Titusville Area Hospital, Vice President of Benson Memorial Library Board of Directors, and current President of Titusville Area Senior Citizens Corporation.  In her leisure time, she enjoys reading, traveling and spending time with good friends.

 Char Ruot  

Charlene P. Ruot

Charlene Ruot was born in Meadville and grew up in Titusville.  She graduated from St. Joseph Academy and attended Duquesne University. Char and her husband, Terry, are lifelong residents of Titusville and own Charter Plastics, Inc., where she serves as Vice President.  Char is active in the community and currently serves as Chairman of the Titusville Redevelopment Authority Board.

Char brings her many years of experience as a business owner and employer, as well as a strong commitment to the community to the Greater Titusville Development Foundation.  Outside of work, she enjoys travelling, scuba diving and reading. 



James J. Becker

James Becker is the Executive Director of the Economic Progress Alliance of Crawford County, taking this position in July 2017.  He worked for TRA for 14 years after retiring from the U.S. Air Force, where he had a distinguished 20 year career, rising to the rank of Senior Master Sergeant.  He and his wife, Linda, have lived in Titusville for 14 years.  They have two children and three grandchildren.

Jim is a Certified Economic Development Professional with more than 10 years’ experience in Economic, Industrial, and Community Development. With his leadership, Titusville Community Development Agencies have been repeatedly recognized for excellence at the state level.

In addition to his work at TCDA, Jim is active in leadership roles in numerous professional organizations including Pennsylvania Economic Development Association (Vice President), International Economic Development Council, and the Northeastern Economic Developers Association.  Locally, he serves on the Northwest Regional Planning and Development Commission Board of Directors, and Crawford Area Transportation Authority.

Outside of work, Jim has served as the Titusville High School softball coach for the past 13 seasons accumulating seven Region Championships.  Jim is an active member of American Legion Post 368 and also enjoys spending time with his family.

Schellart Los

Schelly Los, a native of Franklin, PA, graduated from The Pennsylvania State University in 1991 with a B.S. in Health Policy and Administration.  After working in the hearlth services field, Schelly pursued a law degree from the University of Pittsburgh School of Law and graduated in 1995. 

She began her career as an associate at Dickie, McCamey and Chilcote in Pittsburgh, in the areas of Medicare and Medicaid fraud and abuse and medical malpractice defense.  After moving back to Northwestern Pa, she became general counsel for Salvage Direct, Inc.  In 2011, she began to focus her practice solely in the area of Elder Law and is a co-founder of Los Scales Elder Law. 

Schelly is mom to three teenage boys: Alex, Gavin and Parker.


 Mark L. Mehlenbacher 

 Mark was born in Union City, but grew up in Edinboro.  After attending college, he lived and worked in Oil City for 2 years, then New Castle for 4 years.  Mark and his wife Julie then relocated to Titusville and have lived here for the past 30 years. 

Mark graduated from Edinboro University with an Accounting Degree and has been a CPA for the past 32 years.  He worked for First Seneca Bank as a Trust Officer for 4 years before starting his own company, Mehlenbacher & Associates, CPA.  He is the President of the company.

Mark belongs to the American and PA Institutes of CPA, as well as serves on the Titusville Area Hospital and Grand Valley Manufacturing Boards.  In addition to these, he volunteers his time to the Titusville Woodlawn Cemetery Board and the Titusville Rotary Club.

He is also a member of the Grace Fellowship Church where he serves as a Board Member and Treasurer.

Mark has 4 children, Tara Bennett, Sara Aiello, Ariel Wig and son Seth.  Those children have given him 5 grandchildren so far.


 Lorraine H. Baker

Laurie was born in Titusville, grew up in the Pleasantville and Neiltown area and then settled in Titusville where she has lived for the past 28 years.

Laurie graduated Cum Laude from Allegheny College with a Bachelor's Degree in Economics and a minor in Communications.  She has worked for United Way, the Titusville Redevelopment Authority for 24 years and is now a Deputy Director of the Titusville Community Development Services (TCDS).  TCDS oversees the Enhance Titusville, Inc., Titusville Economic Development Corp., Titusville Industrial Fund, Inc., Titusville Redevelopment Authority and the Greater Titusville Development Foundation entities.  As well as servicing the Titusville Opportunity Park and the Towne Square building.

Laurie has served on the Boards for United Way, Love Inc., Presbyterian Women and also the Main Street/Marketing Committee.

Laurie Attends the T-Free Church, Sunday School and small groups and in her spare time she enjoys the outdoors, hunting, sewing, cooking, painting pictures and rocks and helping to renovate her new house.

Laure is married to Brian, has 3 grown children, 6 grandchildren, 2 great-grandchildren, 3 dogs and still finds the time to continue the tradition of having breakfast with her 93 year old mother several times a week.


 Kristen S. Kerr

Kristen was born in Titusville and a graduate of Titusville High School.  She attended University of Pittsburgh at Titusville and received a Certificate in Accounting.  After graduating, she worked at Salvage Direct for 3 years before moving to Erie with her husband and daughter in 2006.

In Erie, Kristen worked at Lord Corporation as a Accounts Receivable Specialist for 4 years.  However, she dreamed of raising her growing family in her hometown of Titusville.  She was offered the Financial Coordinator position with the Titusville Community Development Agencies and started working there in January of 2010.

TCDA created the Greater Titusville Development Foundation in 2015 and Kristen has been involved since the beginning, starting out with taking care of the finances.  Then in the Summer of 2017, the opportunity for the Director position became available and she was very excited to take on the extra responsibility.

Kristen continues to work for TCDA as the CFO while also maintaining her position at the Foundation.  She volunteers as the Treasurer of the YWCA Board and Administrative Assistant for the Pennsylvania Association of Student Assistant Professionals.  She also administers a local, weekly CSA in the summer from her home on Main Street.

Kristen is married to Shawn, has 3 children, a girl and 2 boys.  She has 2 dogs which she loves to take on daily walks.
